Man arrested after 4-month multi-agency investigation

CRAWFORDSVILLE, Ind. -- A four-month long investigation by a number of law enforcement agencies led to a number of search warrants being executed in Frankfort and Crawfordsville, as well as one arrest.

According to a news release, the investigation began after multiple complaints of illegal activity that was reportedly conducted at massage businesses in Frankfort and Crawfordsville. The investigation led to search warrants being served at various locations on Wednesday, including:

  • 1000 block of Walnut Avenue in Frankfort
  • 2100 block of W. Oak Hill Road in Crawfordsville
  • 2000 block of Lebanon Road in Crawfordsville
  • 1500 block of S. Washington Street in Crawfordsville
  • 600 block of S. Grace Avenue in Crawfordsville
  • 600 block of S. Mill Street in Crawfordsville
  • 400 block of Shady Lane in Crawfordsville
  • A home on Mercedes Drive in Crawfordsville

The release said Xioyun Chen, a 52-year-old, was arrested with the operations of the various businesses and was booked into the Montgomery County Jail in relationship with the Crawfordsville Police Department case. Officials said the Frankfort Police Department is expected to request an arrest warrant from Chen to the Clinton County Prosecutor's Office.

“The partnerships between the departments and state agencies allowed both cities to work together when we found out how connected our cases were," the release said.

The following law enforcement agencies participated in the investigation, according to the release:

  • Frankfort Police Department
  • Crawfordsville Police Department
  • Montgomery County Sheriff's Office
  • Indiana Gaming Commission
  • Indiana Department of Revenue
  • Battleground Police Department
