IMPD: Third arrest made in relation to 2021 fatal shooting on west side

INDIANAPOLIS -- Court records unsealed this week show a third man has been charged with murder following a 2021 deadly shooting on Indy’s west side.

According to a post on IMPD's social media, detectives with the department's violent crimes unit arrested 31-year-old Eugene Foy in relation to the death of 42-year-old Jeffrey Herald.

The arrest comes after two other suspects have already been convicted in connection to the killing.

The 42-year-old victim died after being shot in the head at a west side apartment complex near Vermont and Lynhurst following an attempted armed robbery.

The death of Herald remains as painful as ever for his family.

"Honestly it gets worse every day. You don't ever get over your child.  Never," said the victim's mother Patricia Doughty.

Patricia says she still misses her son every single day.

"It's just hard to fathom that Jeff is never coming home," said Doughty.

According to the affidavit, a witness told police Foy planned the fatal robbery along with a second suspect, Tavaris Jackson.

A jury convicted Jackson of the murder earlier this year and a judge sentenced him to 70 years in prison.

A third suspect, Laseanne Strode, pleaded guilty to helping arrange the robbery and was sentenced to 14 years in exchange for his assistance prosecuting Foy.

"I mean it's heartbreaking, but I'm just glad they got all three of them. It was a senseless killing," said Doughty.

Prosecutors claim cell phone records helped place all three suspects at the scene of the homicide and Jackson accidently dropped his phone next to the victim during the shooting.

Although it took nearly three years for Foy to be arrested and charged, the victim's family hopes he soon joins his two co-defendants in prison.

"I'm just glad they got them all three and they're off the streets and can't destroy any other families, because they have destroyed our family," said Doughty.

Foy is due in court for his initial hearing on Thursday. He's being held without bond pending trial.
